Main Street in Hoven to undergo 'urban reconstruction'

Aug. 30--Main Street in Hoven is getting a facelift, complete with infrastructure and sidewalks that meet Americans with Disabilities Act standards.

"It's full urban reconstruction. Everything's being done up to store fronts," said Dean VanDeWiele, Pierre-area engineer for the South Dakota Department of Transportation.

The update was needed because the road is old and broken up, said Wendy Rausch, Hoven finance officer.

"There are some potholes, and they get filled temporarily. Not a lot of work has been done lately because they are planning to redo the road," Rausch said.

The project will be a complete overhaul, from sidewalk to sidewalk.

"It's grating, asphalt surfacing, curb and gutter, roadway lighting, sidewalk, storm sewer, and ADA curb ramps (disability ramps)," VanDeWiele said.

While the road is being redone, the city of Hoven will also replace the sewer and water lines, Rausch said.

The project to redo Main Street was chosen because of the already planned upgrades.

"This is a standalone project. It is being led in conjunction with city of Hoven upgrades," VanDeWiele said. "The city ... had plans to upgrade, so they were going to have to tear up the road anyway."

Due to regulations, the upgraded street will have to comply with the ADA.

"Whenever we do an asphalt overlay, we are required to do ADA. At that point, you have to make your ADA ramps," VanDeWiele said.

Main Street will now match the recently upgraded side streets.

"Our side streets are pretty much brand new. All sewer and water was replaced, and the streets (are) newly chip-sealed," Rausch said.

The project recently started being advertised, with the intent that it will be completed by November 2016.

"It's a summer of 2016 project," VanDeWiele said. "If it's a mild winter, the contractor may elect to do work. It's very dependent on the contractor."

The letting for the project begins Sept. 16.
