Man charged with indecent assault at personal care home in Scranton

June 06--A resident at a personal care home in Scranton admitted to city police detectives that he repeatedly had inappropriate contact with a developmentally delayed woman, police said.

Mark Chubb, 57, 712 Harrison Ave., is charged with indecent assault of a person with mental disabilities, a third-degree felony.

Chubb admitted he touched the woman's breasts and genitals multiple times since he moved into the Harrison House, Detective Jennifer Gerrity and Patrolman John Cantafio wrote in a criminal complaint.

The Times-Tribune does not identify victims of sexual assault.

Chubb also admitted to Cantafio that he taught the victim how to stimulate his genitals, according to the complaint.

Personal care assistants at the home became aware of Chubb's activities when he was caught in a hallway Sunday pulling up his pants while the victim's hand was simultaneously moving away from his genital area.

"I know I messed up," police said Chubb told the employees. "I don't want to go to jail."

Police wrote in an affidavit that the victim has "severe developmental delays," cannot provide for her own care and is incapable of consenting to sexual activity.

Magisterial District Judge Joanne Price Corbett arraigned and jailed Chubb at Lackawanna County Prison in lieu of $30,000 bail, according to a criminal docket. A preliminary hearing is scheduled for Tuesday.
