Man who made over 9,000 calls from jail enters plea deal

Dec. 10--LOWVILLE -- A Lyons Falls man has pleaded guilty to burglary, to choking, to child endangerment -- and to violating a protection order by making over 9,600 calls from the Lewis County jail pay phone.

Shaun M. Liscum, 40, accepted a deal in which he pleaded guilty before Judge Daniel R. Kingin Lewis County Court Friday to first-degree burglary, a class C felony, misdemeanor criminal obstruction of breathing, misdemeanor endangering the welfare of a child and first degree criminal contempt of court, a class E felony.

Mr. Liscum admitted that on March 18, he broke into the South State Street residence of an ex-girlfriend to steal from her and with the intention of injuring her.

He also acknowledged that he had choked another woman in front of a child less than 17 years old in the same incident.

Mr. Liscum was on parole at the time on a 2016 first-degree sexual abuse charge, which he violated with the burglary and attack.

Between March and September, Mr. Liscum also admitted to making more than 9,000 calls on the county jail pay phone to a person covered by an order of protection.

Those calls led to more than 28,000 charges, two-thirds of which were felony counts.

Mr. Liscum had originally also been charged with two counts each of first-degree unlawful imprisonment and third-degree assault, second-degree strangulation, aggravated criminal contempt, first-degree reckless endangerment, third- and fourth-degree criminal mischief and 9,617 counts each of felony aggravated family offense and misdemeanor second-degree aggravated harassment with an additional 9,616 felony first-degree criminal contempt charges.

Under the deal, Mr. Liscum is likely to receive a total of 13 years in state prison followed by 10 years of probation. Mr. Liscum is to return on Feb. 1 for final sentencing.
