Local man pleads guilty for failing to register

Feb. 02--CLINTON -- A Clinton man entered a guilty plea Thursday for failure to register as a sex offender.

Timothy M. Johnson, 49, no address given, appeared Thursday in Clinton County District Court and pleaded guilty to failure to comply with sex offender registry requirements, second offense, a Class D felony. The plea is an open plea and no promises are made regarding sentencing. The State will recommend any sentence imposed be ordered to be served concurrently with a separate felony case. The court is bound to the concurrent recommendation. Sentencing is set for 9:15 a.m.Feb. 22.

According to the affidavit, on Nov. 7, Johnson registered as homeless with the Clinton County Sheriff's Office. Johnson signed a document indicating he was required to verify on a weekly basis due to his being homeless. Johnson failed to verify with the Clinton County Sheriff's Office during the weeks of Nov. 20, Dec. 4 and Dec. 11. Johnson had not appeared at the Clinton County Sheriff's Office to verify his residency as of Dec. 18.

The affidavit states Johnson is required to register as a sex offender in the state of Iowa due to a 2002 conviction in Clinton County for assault with intent to commit sexual abuse.

Johnson has convictions for failure to register as a sex offender in 2003, 2007, 2008 and 2014.
