BRIEF: Harford County man held without bail following alleged sex abuse of a minor

Feb. 16--A Harford County man was arrested Thursday after allegedly sexually abusing a minor several times during a multiyear period while he resided in Carroll County.

Randy Lee Lantzer, 37, of Joppa, was charged with three counts including sex abuse of a minor over a continued course of conduct. He is being held without bail following a Thursday bail review, according to electronic court records.

According to the statement of charges, the Carroll County Department of Social Services received a referral from a school guidance counselor after a student disclosed that Lantzer, who was known to the student, touched them sexually on several occasions between the time they were 9 and 11.

A Child Protective Services social worker and a detective from the Carroll County Sheriff's Office spoke to the alleged victim.

Lantzer was previously investigated for touching another individual in a similar fashion, according to the statement. Electronic court records show no previous convictions of sexual abuse.

A preliminary hearing is scheduled for March 16.
