2 dead, 2 injured in domestic violence case

Idaho Press-Tribune - 3/28/2018

NAMPA — A man accused of killing his romantic partner and injuring two other women was fatally shot by police responding to a disturbance call Tuesday morning.

One woman died from her injuries before police arrived, Canyon County Sheriff Kieran Donahue said during a press conference Tuesday afternoon. Nampa Police were responding to multiple calls about a disturbance and stabbing at a Nampa house just after 8 a.m.

Donahue said the suspect and victim who was killed were in a relationship that had been “deteriorating” for some time.

Two other women were transported to local hospitals with serious injuries but are expected to survive. Three children who were at the house during the incident were not injured, Donahue said. Their relationship with the suspect was not released.

The suspect and victims have not been identified pending next of kin notification, Donahue said.

“Domestic violence is one of the most prevalent calls that our officers, any law enforcement officer goes on,” Donahue said.

“This is something that is all of our problem. This is society’s problem. We are not winning that battle.”

The two officers involved in the shooting, who have been with the department for six years and 14 years, respectively, are on paid administrative leave as per policy, Nampa Police Chief Joe Huff said. No first responders were injured during the incident.

Officials are not yet releasing officers’ names or saying if there is footage from their body cameras. It is standard protocol for Nampa Police officers to wear a body camera, Donahue said.

Donahue described the crime scene as chaotic and complicated, with injured victims both inside and outside the house.

Just after 8 a.m. Tuesday, Nampa Police responded to multiple 911 calls reporting a disturbance involving a stabbing outside a house in the 7500 block of Edgebrook Drive, Huff said.

Donahue did not specify which type of weapon the suspect had. Police made contact with him upon entering the house shortly after arriving on scene. At least one officer fired a weapon, fatally injuring the suspect.

Nampa Fire and Canyon County Paramedics also quickly arrived on scene.

Nampa Police Chief Joe Huff said he is extremely proud of how dispatchers, police officers, detectives, investigators, firefighters and paramedics responded to the scene.

“I fully believe their actions, along with those of the responding officers today, saved lives,” Huff said.

Following police’s arrival on scene, a red truck reportedly sped through lawns and the crime scene tape. Nampa Police Sgt. Tim Riha said the truck narrowly missed a police volunteer, who was uninjured. Riha said the driver of the truck is somehow related to the people involved in the incident. The man was placed in handcuffs until he calmed down, he said.

“We are all saddened by the tragic loss of life, which our community experienced today,” Nampa Mayor Debbie Kling said at Tuesday’s press conference. “On behalf of our city, allow me to express our condolences to the families who lost loved ones and to those who are critically injured.”

Other responding agencies included Idaho State Police, Homedale Police, the Canyon County Coroner’s Office and the Canyon County Sheriff’s Office. State police went around to neighboring houses and knocked on the doors to speak to residents.

The incident is being investigated by the Canyon County Critical Incident Task Force, led by the Canyon County Sheriff’s Office. A task force investigation is protocol in cases involving deadly force, Huff said.

Donahue estimated investigators would be at the scene through the rest of Tuesday and possibly into Wednesday afternoon “because of the complexity of the scene and the painstaking amount of evidence that has to be gathered here.”
