CRIME REPORT: KSP arrest man on warrant for sexually abusing minors

Oct. 02--Kentucky State Police arrested a man on a warrant Monday morning charging him with sexually abusing two minors, both younger than 12.

The warrant states that between Aug. 1, 2017, and Sept. 9, 2017, Russell Walz, 52, of Martin Drive, Richmond, subjected the two minors to sexual contact.

Walz was taken to the Madison County Detention Center and is facing two counts of first-degree sexual abuse (victim younger than 12). He was released from jail shortly after his arrest, according to online jail records.

Richmond police arrested a man on a warrant Friday for second-degree assault.

According to the warrant, on Aug. 25, Norman Hall, 48, of Hampton Way, Richmond, was at a business on East Main Street with the victim, and the two began arguing over money that Hall said the victim owed him.

The victim didn't give Hall any money, and Hall hit the victim in their head and face with a closed fist, knocking them to the ground, the warrant states. Hall then continued to hit the victim with his fists and kick them, the warrant said.

The victim had multiple medical issues, including suffering three seizures when they got home, and a fourth the following morning, according to the warrant. A C.T. scan at Baptist Health Richmond revealed the victim had suffered two brain bleeds, an air bubble, a laceration to his scalp and a busted lip.

Hall was taken to the MCDC, where he remained Monday afternoon, according to online jail records.

Berea police arrested Anthony Lamb, 34, of Richmond Road, Paint Lick, Saturday afternoon after officers were called to the Madison County Public Library because of a theft.

Officers arrived and were told Lamb had taken a computer tower, valued at $1,000, and a web cam, valued at $100, according to a citation. Both thefts were recorded on video, and Lamb was wearing the same clothing at the time of the theft as he was at the time of his arrest.

Lamb told police that he may have taken the items, but it would have been on accidental terms, the citation states. He also said he didn't have the items with him, so he could not be charged with theft. Lamb also told officers that if they let him go, he would return the items to the library, but refused to tell officers where the items were.

Lamb was taken to the MCDC, where he remained Monday afternoon, according to online jail records.

Richmond police arrested Christopher Taylor, 26, of Parrish Avenue, Richmond, on a warrant Monday morning charging him with distribution of obscene matter (more than one unit) and harassment, the same charges he was jailed for on Sept. 25.

According to the warrant, between Sept. 19 and Sept. 25, Taylor had sent nude pictures to a person who didn't ask for the pictures and didn't want to receive such pictures. He continued to send text messages to the victim, who had told him to stop texting them.

Taylor was arrested and taken to the MCDC, where he remained Monday afternoon, according to online jail records.

Richmond police arrested 35-year-old Phillip Watson, of Danville, on several charges after officers noticed a vehicle that was reported stolen in the parking lot of a motel on Killarney Lane Sunday.

Officers called a Kentucky State Police trooper who was heading the investigation for the stolen vehicle, according to a citation. The trooper said the vehicle was valued at $13,000.

Richmond officers and troopers then went inside a room of the motel, where they found Watson, according to the citation. They received permission to search the room and found the keys to the vehicle under the bed.

Watson said he had rented the vehicle from a woman a couple of days earlier for $100, and he admitted he knew it was stolen, the citation states. However, he said he didn't steal the vehicle.

Officers and troopers also searched Watson's backpack and found a glass pipe with residue and a baggie with a crystal-like substance, suspected to be methamphetamine, according to the citation. Additionally, they found a laptop, valued at $1,200, that was reported stolen from Eastern Kentucky University, and Watson said he traded methamphetamine for the laptop, which he said he didn't know was stolen.

Watson was taken to the MCDC, where he remained Monday afternoon, according to online jail records. He is charged with receiving stolen property ($10,000 or more), receiving stolen property (less than $10,000), first-degree controlled substance possession (methamphetamine) and buying/possessing drug paraphernalia.

Berea police arrested Medenna Stamper, 46, of Menelaus Road, Berea, for first-degree controlled substance possession (methamphetamine), prescription controlled substance not properly contained, second-degree controlled substance possession (drug unspecified), giving officers false identifying information and buying/possessing drug paraphernalia after officers pulled over a vehicle because of a brake light problem.

Officers spoke with the driver, along with Stamper who gave officers a false name, Social Security number and date of birth, according to a citation. As officers walked around to where Stamper was sitting, they noticed three bags.

When officers went to open the door, Stamper started moving around aggressively, the citation states, and she told officers they didn't need to be rough with her. She then spilled out everything that was in her purse, and some items went to the ground while others went to the floor of the car.

Officers saw a Jelly Bean can next to where the items fell out of her purse, and inside the can was about 1 gram of crystal methamphetamine and three suspected suboxone tablets, according to the citation. Officers also found a glass methamphetamine pipe in her purse, along with her license with her real identity, which revealed she was wanted on a warrant for parole violation.

Stamper was taken to the MCDC, where she remained Monday afternoon.

Richmond police arrested Justin Wagoner, 30, of Ellis Court, Richmond, early Monday morning for first-degree controlled substance possession (heroin) and buying/possessing drug paraphernalia after pulling over a vehicle on Merrick Drive because its license plate was covered.

Wagoner was a passenger in the vehicle, and as officers approached the vehicle, they saw him put something between his legs, according to a citation. Officers then asked him to exit his vehicle, and when he did, a baggie containing a tan, powdery substance fell on the seat where he had been. There was also a white/tan streak on the seat in the same area, as if the baggie had an opening, and the substance was falling out.

Officers also noticed a straw with a white, powdery residue on the floorboard where Wagoner's feet had been, according to the citation. No other contraband was found in the vehicle.

Wagoner was arrested and taken to the MCDC, where officers warned him about taking contraband into the jail, and Wagoner said he had put another baggie in the back seat of the police car he was transported in, the citation states. Officers found the baggie underneath the back seat.

Wagoner remained in jail Monday afternoon, according to online jail records.

Richmond police arrested Kenneth Powell, 40, of Mount Vernon, for first-degree controlled substance possession (methamphetamine) Saturday night after officers noticed a vehicle parked in the rear of a business.

Officers approached the vehicle and noticed Powell in the driver's seat, according to a citation. He said he was just trying to sleep. Officers saw Powell had bloodshot eyes, enlarged pupils that didn't react to light, was sweating and made erratic movements. Powell allowed officers to search the vehicle, and they found a $10 bill that had a crystal substance, suspected to be methamphetamine, inside it.

Powell said he didn't know what was inside the bill and was arrested, the citation states. When he was put in the police car, he said he has used methamphetamine in the past.

Powell remained in jail as of Monday afternoon, according to online jail records.

Madison County deputies arrested David Crowe, 56, of Clay City, Saturday afternoon for first-degree controlled substance possession (drug unspecified), after getting behind his vehicle on Brassfield Road.

The vehicle was going about 50-60 mph, and when Crowe realized deputies were behind him, he slowed to about 35 mph before the speed limit changed to 35, according to a citation. Deputies ran the license plate on the vehicle and learned Crowe was wanted on a Powell County warrant.

Deputies arrested him, and once they were at the MCDC, Crowe gave jail deputies a metal canister that had three and a half pills that were identified as acetaminophen and oxycodone hydrochloride, the citation states. Crowe said he had a prescription for them, but didn't carry the prescription bottle with him.

Crowe remained in jail Monday afternoon, according to online jail records.
