Urbana site to have expanded child care center

Frederick News-Post - 4/16/2017

April 16--A day-care center across from the former Cracked Claw restaurant in Urbana will be larger than originally planned.

Kiddie Academy, a company based in Abingdon in Harford County that franchises child care facilities, will expand its planned center along Urbana Pike by nearly 1,400 square feet. The plan increases the building from 4,472 square feet to 5,845 square feet to accommodate a change from a planned medical or office use.

Kiddie Academy serves children from 6 weeks to 12 years old and focuses on areas such as teaching character education, technology, and an age-appropriate curriculum for its students, Chris Commarota, the vice president of construction, told the Frederick County Planning Commission on Wednesday. The commission voted 6-0 Wednesday to approve the new plan.

The building is expected to be used by about 173 students and 24 employees.

The child care center will be along Urbana Pike in Urbana, on the same parcel as the historic Landon House. That building is being turned into a restaurant and banquet facility.

The Planning Commission approved the plan for offices, retail in five buildings and a restaurant in the Landon House structure on the 5.7-acre site in 2014.

The commission has seen the site several times in the past four years, said Denis Superczynski, a planner with Frederick County.

Frederick Memorial Hospital owns property to the north and the former site of the Cracked Claw and Peter Pan Inn is across Md. 80, he said.

The Cracked Claw site has since been developed into a variety of commercial properties.

The approved plan calls for 204 parking spaces for the five buildings on the Urbana site, 38 fewer than county planning rules would normally call for.

But according to a county staff report, the expected customer traffic should be staggered enough between the various uses on the site to more than meet the need for parking.
