Special education parents approve group by-laws

SWANSEA - The Special Education Parent Advisory Council (SEPAC) met Wednesday evening at the Mark Hoyle School and voted to approve bylaws for the group.

SEPAC President Sonya Barbosa, Vice-President Lisa Viveiros, Secretary Sara Silvia and Treasurer Craig Warner were joined by nine others during the meeting at the school. Along with the vote on the bylaws, the group also discussed the scheduled meeting with the School Committee that would take place Monday.

The organization includes parents with children who have individualized education programs (IEPs) and/or 504 plans. Their goal is to continue communications with the School Department regarding the special education program being offered and who is eligible to be part of it.

The board would be made up of a maximum of 12 members, with each of the six schools having two representatives.

In addition, any person with an interest in special education is eligible for membership. Any student 14 and older who has an IEP or 504 plan, can become a member of SEPAC.

Viveiros began the meeting reporting on a survey taken by parents regarding what they felt were the most important issues with the Swansea School Department program. They recognized that knowing the rights of the students was among the most important issues facing the parents. They were expecting the findings to be released on Monday and an action plan be contemplated.

The bylaws would have the group take a proactive stance in reviewing and developing the school's annual plan, including training and budget. They would also keep parents of special education students informed and to provide support.

The group was also told of a program that can allow for home modifications of up to $30,000 for those who have disabilities that require renovations to the home.

The group was looking forward to the Monday meeting that they saw as an opportunity to continue a dialogue with the school department going forward.
