Large Cumberland County development could include townhomes, apartments, commercial buildings and a nursing home

Work on a large mixed-use project that will include hundreds of housing units in South Middleton Township could begin as early as the summer.

The Smith Farm Partners project will be located at the former Smith Farm at 481 S. Spring Garden St., right outside of Carlisle. The project is currently going through the land development phase.

“This project has been in the works for three plus years,” Jonathan Bowser, a partner with Integrated Development Partners said.

Bowser said that when he was the executive director of the Cumberland Area Economic Development Corporation, the organization was interested in developing the property. After the group lost interest, Bowser took a renewed notice in the property after he became a partner of Wormleysburg-based Integrated Development Partners. He said the property had been on and off the market for the last decade.

The property had been zoned “light industrial”, according to Bowser. A major part of moving forward with the project was getting the zoning for the property changed to allow for a mix of commercial and residential uses. Bowser said his company worked with township and county officials for more than a year and was able to get the zoning changed to “suburban commercial”.

“It was critically important for us to get the property rezoned to move forward,” Bowser said.

Plans for the 63-acre project call for two commercial lots – one suited for medical use — a two-story, 30,000-square-foot building and another lot for a 15,000-square-foot building. Integrated Development Partners sold a lot to Safe Harbour to build a 50,000-square-foot building with 51 affordable housing units. Integrated Development Partners also sold a lot to a Maryland developer to build 22 apartment buildings with a total of 250 apartments. The apartments are expected to have a community garden, nature trails and a pool.

Integrated Development Partners plans to build 84 townhomes, with plans to begin construction next year and occupancy planned for late 2022 or early 2023.

Integrated Development Partners also plans to have continuing care housing facility with 50 to 55 units.

Walking trails are also planned and a dog park is also a possibility.

Carlisle United Methodist Church also purchased a part of the farm and built a 60,000-square-foot building on the former farm, Bowser said. The church opened last year.

Integrated Development Partners is also behind several other high profile projects in the midstate including Steel Works, a mixed use development in Steelton; The Porches at Allenberry, a resort community in Monroe Township; High Pointe at Hershey, a condominium community in Derry Township, The Lofts, a condominium community in Harrisburg and the Hampden Terminal Apartments in Hampden Township.
