Former foster father charged in Oxford abuse case appears in court

DUDLEY – A former Oxford foster father who admitted to molesting girls in 2003 and was recently charged with a similar crime appeared in Dudley District Court Friday.

Raymond T. Blouin, 65, did not speak during a brief court appearance Friday, and ignored a reporter's questions on the way out of the courthouse.

Blouin, of 7 Pleasant Court, Oxford, has been charged along with his wife, Susan E. Blouin, with one count of indecent assault and battery on a child under age 14 following allegations lodged by former foster children there.

Following the allegations, which were uncovered by WCVB-TV, the Blouins and a former boyfriend of Susan Blouin were charged in Dudley District Court.

Multiple former foster children alleged being physically, mentally and sexually abused at 7 Pleasant Court in the early 2000s.

Susan Blouin's former boyfriend, Philip A. Paquette, was arraigned Thursday on allegations that he raped a boy twice, threatened his life and forced him to eat dog feces and his bodily fluids.

Susan Blouin, a nurse, was fired from her job at St. Elizabeth's Medical Center in Brighton this week, and her nursing license was suspended Thursday, state records show.

Prosecutors allege that Raymond Blouin inappropriately touched a foster child's genitals in the early 2000s.

The child also alleged Raymond Blouin would lock him and his brother into a dog cage, put duct tape over their hands, ankles and eyes and "ask Susan to have sex with him [Raymond]."

Raymond Blouin pleaded guilty to indecent assault and battery against two foster children, one under age 14, one over age 14, in 2003, court records show, receiving three years of probation.

One victim wrote in court records that Raymond Blouin touched her in the shower, and expressed incredulity that he was not sent to jail.

Raymond Blouin offered to pay the girl $5 to be touched, Susan Blouin alleged in a court document in 2002, a year before the couple filed for divorce.

The divorce never finalized, and WCVB-TV filmed the two coming together to Susan Blouin's arraignment Monday.

Susan Blouin was not present at Raymond Blouin's brief appearance Friday. His lawyer and a prosecutor set a compliance hearing for Feb. 7.

Blouin was released on personal recognizance after his arraignment Sept. 20 on a condition that he stay away from his alleged victim and have no unsupervised conduct with any child under age 16.

Adam D. Schmaelzle, Raymond Blouin's lawyer, said in a telephone interview Thursday that his client denies the allegations completely and looks forward to his day in court.

When a reporter noted that Blouin had pleaded guilty to similar charges in 2003, Schmaelzle replied that the alleged victims in that case are different, and reiterated his client's denials in the new case.
