INDICTMENTS: Man now faces more child sex charges

Feb. 20--A superseding indictment was issued by a grand jury on Dec. 30 leading a Richmond man to face more child sex abuse charges than he previously was facing.

Daniel Howard, 51, North Poplar Street, was previous indicted on three counts of incest (victim younger than 12), three counts of first-degree sodomy (victim younger than 12), first-degree sexual abuse (victim younger than 12) and distribution of obscene matter to minors following a July arrest.

The additional charges include: another count of distribution of obscene matter to minors, three counts of use of a minor in a sexual performance and five counts of possession or viewing matter portraying a sexual performance by a minor.

Howard was originally arrested on a Madison County warrant that states he engaged in sexual acts with minors who are believed to have been 6 and 7 years old at the time. The warrant states he subjected the minors to sexual contact multiple times between Dec. 6, 2017, and May 1, 2019.

The superseding indictment states he took 76 photographs of the minors engaged in sexual conduct and that he had in his possession 87 pornographic videos and images of children.

The following were also indicted on Dec. 30 by a grand jury:

--Thomas Lesson, 36, Blue Lick Road, Berea, first-degree sodomy.

--Brandon McIntosh, 29, West Irvine Street, Richmond, first-degree strangulation, first-degree criminal mischief, fourth-degree assault and second-degree persistent felony offender.

--Phillip Johnson, 61, Fifth Street, Richmond, first-degree strangulation and second-degree assault.

--Curtis Kelley, age and address unknown, assault of a family member or member of unmarried couple.

--Brandon Partin, 23, Calico Road, Berea, three counts of first-degree wanton endangerment, first-degree fleeing or evading police, possession of drug paraphernalia, operating a motor vehicle while impaired, failure to maintain insurance, operating on a suspended license and first-degree persistent felony offender.

--Buddy Feltner, age and address unknown, six counts of first-degree wanton endangerment, first-degree fleeing or evading police, careless driving, improper passing, improperly on the left side of the road and disregarding a traffic control device.

--William Martin, 55, Bluegrass Road, Richmond, first-degree trafficking in a controlled substance, first-degree possession of a controlled substance, third-degree trafficking in a controlled substance, trafficking in marijuana, possession of drug paraphernalia and illegal possession of a legend drug.

--Shelbie Staton, 19, Nicholasville, first-degree controlled substance trafficking (heroin), first-degree controlled substance trafficking (fentanyl), first-degree controlled substance trafficking (cocaine), second-degree controlled substance trafficking, third-degree controlled substance trafficking, marijuana possession, possession of drug paraphernalia and public intoxication.

--Aieshanette Rodriguez Luyando, age and address unknown, first-degree controlled substance trafficking (heroin), first-degree controlled substance trafficking (fentanyl), first-degree controlled substance trafficking (cocaine), second-degree controlled substance trafficking, third-degree controlled substance trafficking, marijuana possession, possession of drug paraphernalia and public intoxication.

--Scottie Clark, 36, Owingsville, Kentucky, controlled substance trafficking (more than 2 grams of methamphetamine), possession of drug paraphernalia, operating on a suspended/revoked operator's license, no/expired registration plates, improper display of registration plates and failure to surrender revoked operator's license.

--Ricky Denny, 55, Nicholasville, first-degree controlled substance possession.

--Brian Estes, 34, Irvine, tampering with physical evidence, second-degree wanton endangerment and public intoxication.

--Joshua Brown, 35, South Third Street, Richmond, between two indictments, he was charged with eight counts of second-degree criminal possession of a forged instrument, theft of mail matter, two counts of theft by deception (class D felony) and theft by deception.

--Lola Caudill, age and address unknown, five counts of second-degree criminal possession of a forged instrument and theft of mail matter.

--Damian Struckhoff, 37, Riverside, California, first-degree promoting contraband, first-degree possession of a controlled substance and operating a motor vehicle while under the influence of alcohol (aggravated).

--Brittany Johnson, age and address unknown, first-degree controlled substance possession, operating a motor vehicle under the influence, operating a motor vehicle on a suspended license, marijuana possession, failure to maintain insurance and careless driving.

--Bobby Inman, 29, Somerset, tampering with physical evidence, third-degree controlled substance possession, operating on a suspended/revoked operator's license and second-degree persistent felony offender.

--Cammy Pennington, age and address unknown, tampering with physical evidence, first-degree controlled substance possession and third-degree controlled substance possession.

--Tracy Hunter, 20, Scottsville, tampering with physical evidence and third-degree controlled substance possession.

--Allyson Campassi, 31, Science Hill, Kentucky, tampering with physical evidence, first-degree controlled substance possession and third-degree controlled substance possession.

--Hogan Rose, 23, Whitlock Road, Richmond, tampering with a prisoner monitoring device and third-degree escape.

--Jamie Elkin, 43, Villa Drive, first-degree promoting contraband, first-degree controlled substance possession, second offense operating a motor vehicle under the influence, operating a motor vehicle on a suspended license and marijuana possession.

--Peter Strand, 30, Paint Lick, first-degree controlled substance possession, possession of drug paraphernalia and public intoxication.

--Ricky Wallace, 55, Ferguson, first-degree controlled substance possession, first-degree controlled substance possession and second-degree controlled substance possession.

--Cleveland Washington, 45, Chenault Street, Richmond, first-degree controlled substance possession and theft by unlawful taking.

--Kathy Asbury, 36, Turpin Drive, Richmond, first-degree controlled substance possession and possession of drug paraphernalia.

--Anthony Bell, 29, homeless, first-degree controlled substance possession.

--James Perry, 37, Sebrings, Florida, flagrant nonsupport.

The following were indicted for first-degree bail jumping:

--Elizabeth Bowman, age and address unknown; William Johnson, age and address unknown, first-degree bail jumping; Gail Farra, 39, McKee; William Mullins, age and address unknown; Brianna Turner, age and address unknown; Trenton Renfro, 23, Jason Drive, Richmond; Tonya Golden, age and address unknown and Amanda Coffey, age and address unknown.

A case involving Derek Neiderer, age and address unknown, was dismissed without prejudice.

An indictment does not indicate guilt, only that grand jurors believe the state has enough evidence to proceed with prosecution.
