Man charged with attacking woman, injuring baby

Feb. 18—EDWARDSVILLE — An Alton man faces several felony charges after allegedly punching someone in the face and injuring a 3-month-old baby.

Thomas L. Riggins, 43, of the 8800 block of Blue Ridge Drive, Alton, was charged with domestic battery (second subsequent offense, a Class 4 felony; and aggravated battery, a Class 3 felony.

The case was presented by the Madison County Sheriff's Department.

According to court documents, on Feb. 14 Riggins punched a family or household member in the face. It was noted he had a prior conviction for domestic battery out of Madison County in 2019. He also pulled the arm of a 3-month-old child, injuring the baby. Bail was set at $120,000.

Other domestic battery or related charges filed by the Madison County State's Attorney's Office on Feb. 17 include:

—Jerad D. Gettings, 30, of the 1300 block of Leland Street, Collinsville, was charged with domestic battery (second subsequent offense), a Class 4 felony. The case was presented by the Madison County Sheriff's Department. According to court documents, on Feb. 12 Gettings punched a household or family member in the chest. It was noted that Gettings had a prior conviction for domestic battery out of Jersey County in 2020. Bail was set at $30,000.

—Rodney J. Cunningham, 55, of the 500 block of Tipton Avenue, Wood River, was charged with domestic battery (second subsequent offense), a Class 3 felony. The case was presented by the Wood River Police Department. According to court documents, on Feb. 12 Cunningham put a family or household member into a headlock. It was noted Cunningham had prior convictions for similar charges out of Montgomery County in 1999, 2002 and 2012. Bail was set at $40,000.

—Benjamin D. Cobine, 42, of Highland, was charged with domestic battery (second subsequent offense), a Class 4 felony. The case was presented by the Madison County Sheriff's Department. According to court documents, on Feb. 13 Cobine punched a family or household member in the mouth. It was noted he had a prior conviction for domestic battery out of Madison County in 2011. Bail was set at $40,000.

—Jarell D. Dillon, 29, with a last known address in the 400 block of George Street, Alton, was charged with unlawful violation of an order of protection (second subsequent offense), a Class 4 felony. The case was presented by the Alton Police Department. According to court documents, on Feb. 14 he entered a residence under an order of protection. It was noted he had a prior conviction for domestic battery out of Madison County in 2020. Bail was set at $10,000.
