Man charged with sex assaults on girl

March 14--HAVERHILL -- A 49-year-old Haverhill man charged with raping a girl multiple times starting when she was about 11 years old is being held without bail.

William Beier of 17 8th Ave., Apt. 3, was charged in Haverhill District Court with one count each of assault to rape a child, indecent assault and battery on a child under 14, and indecent assault and battery on a person 14 or older. He is also charged with four counts of aggravated rape of a child with more than 10 years age difference.

Police said the sexual assaults happened from the time the girl was 11 through the time she turned 14. Beier and the girl know each other, police said.

According to a police report on file in Haverhill District Court, the victim told police that Beier often threatened her if she did not comply with his sexual demands. The report said that earlier this year, he told her he was "educating" her for her "future job" and that she would "end up selling herself for sex."

According to the report, the girl also told police that Beier warned her not to tell anyone about the sexual contact or there would be consequences. The girl said that after Beier forced her to participate in sexual activities, he would often apologize and buy her things such as candy or video games.

Police the girl confided in a friend about what Beier was doing and that friend told an adult who was a mandatory reporter.

A mandatory reporter is someone who is legally bound to report suspected abuse among vulnerable people they come in contact with, including children, the disabled and the elderly.

Following a police investigation, Beier was arrested Friday on warrants related to the charges. In their report, police said the victim took part in an interview that was reviewed by a team of people including a female police detective, an investigator with the state Department of Children & Families and other law enforcement officials.

Police noted in their report that Beier has a history of sexual assault, domestic assault and battery, intimidation and aggressive behavior.

According to police, Beier is employed as a delivery driver for a local Chinese restaurant.

At the request of the Essex District Attorney's Office, Judge Patricia Dowling ordered Beier held without bail pending a 58A dangerousness hearing scheduled for Friday in Haverhill District Court.

At the hearing, a judge will determine whether to set a bail amount or order Beier to remain behind bars as his case continues in court.
